Moorings

Parks Victoria manages the Local Ports of Port Phillip and Western Port on behalf of all Victorians.

Port Phillip and Western Port are operational local ports that serve port needs for users across the state. To improve safety for all port users, security of vessels and to protect marine habitats, all moorings require a permit issued by Parks Victoria.

There are a number of different types of moorings within Port Phillip and Western Port:

  • Annual moorings – Privately owned mooring tackle requiring an annually issued Parks Victoria mooring permit.
  • Destination moorings - Parks Victoria owned mooring tackle, intended for short-term (overnight) stays and available on a first-come first-served basis.
  • Seasonal moorings - Parks Victoria owned mooring tackle available for exclusive use via booking between the months of November and April.

Berths

There are a number of piers and jetties within Port Phillip and Western Port where public and commercial berthing is available.

All Parks Victoria managed piers, jetties, harbours and pile moorings have colour coded signs identifying temporary berthing zones, loading zones, short term zones and permit only zones.

There is a time limit for the use of these facilities, so that all users are able to access popular destinations.

All piers, jetties, harbours, and pile moorings managed by Parks Victoria with permits have an expression of interest lists and permits are non-transferrable, except in certain circumstances (sale of commercial business or immediate family in an estate).

Parks Victoria is not currently receiving applications for recreational berths at Portarlington. Commercial berths are still able to be applied for.

Relevant local port management legislation

Parks Victoria issues permits for the mooring or berthing of vessels in accordance with the Port Management (Local Ports) Regulations 2015. Regulation 12, 17, 30, 31 and 32 cover the permits for mooring and berthing sites.
